Structure

[な]Adjective + 極まる
[な]Adjective + 極まる + Noun
[い]Adjective + こと + 極まりない
[い]Adjective + こと + 極まりない + Noun
Explanation
Appearing as either 極まりない or 極まる, this grammar point is based on the verb 極まる, which means 'to reach an extreme'. It is generally translated as 'extremely (A)' or 'the height of (A)'. This pattern is most frequently used to express strong negative feelings or to describe undesirable situations.
極まる is attached directly to the stem of な-Adjectives. In contrast, 極まりない is used after こと, which itself follows either a な-Adjective (with な) or an い-Adjective.
- 顧客の問い合わせを無視するなんて、無責任極まる行為だ。Ignoring a customer's inquiry is an extremely irresponsible act.
- 会議での彼の態度は、不愉快極まるものだった。His attitude at the meeting was extremely unpleasant.
- 何度も同じ書類に記入しなければならないのは、面倒なこと極まりない。Having to fill out the same document over and over is extremely tedious.
- 昔の友人から手紙をもらうのは、嬉しいこと極まりない。Receiving a letter from an old friend is extremely delightful.
When used with a な-Adjective, 極まりない does not have to be preceded by なこと. In fact, it is more common for it to be attached directly to the adjective stem (without the な).
- 先生に対してその話し方はなんだ。無礼極まりないぞ。What's with that way of talking to your teacher? You're being extremely rude!
Caution
Despite its appearance, 極まりない is not the negation of 極まる. It is a combination of the noun 極まり ('limit, extremity') and the い-Adjective ない ('there is not'), with the particle が often omitted. A more literal breakdown reveals how the two expressions convey a similar intensity.
無礼極まりない - There is no end to the rudeness.
無礼極まる - The rudeness reaches its end/limit.
As you can see, although their literal meanings are technically opposed, they both produce the same nuance of something being 'extreme'. The true negative form of 極まる is 極まらない, meaning that something does 'not reach an extreme'.
