Explanation
には当たらない is a moderately formal expression in Japanese that conveys that something 'is not significant enough to warrant (A)', or that 'there is no real reason to (A)'. It is formed by combining the case marking particle に, the adverbial particle は, and 当たらない, the negative form of the う-Verb 当たる, which means 'to hit the mark' or 'to be correct'. Consequently, the literal sense can be interpreted as 'it doesn't quite hit the mark to (A)'.
には当たらない connects to verbs in their dictionary form. When used with する verbs, it can attach to the full verb or directly to the noun stem.
- 彼は毎日一生懸命勉強していたから、試験に合格したことは驚くには当たらない。He was studying hard every day, so it's not surprising that he passed the exam.
- マニュアル通りにやっただけですから、称賛するには当たらない。I simply followed the manual, so it's not something that deserves praise.
- 彼の発言は失礼だったが、ハラスメントには当たらないので注意できない。His comment was rude, but it doesn't constitute harassment, so we can't give him a warning.
Additionally, in some cases は can be dropped, leaving just に当たらない. This does not alter the core meaning.
- あの映画はレビューがひどいから、見るに当たらないそうだ。That movie has terrible reviews, so I hear it's not worth watching.
Rather than suggesting something is completely incorrect, には当たらない typically indicates that a situation does not reach the level where a certain response (A) would be justified. The action (A) is often a verb expressing a reaction or emotion. Common examples include 驚く 'to be surprised', 非難する 'to criticize', 褒める 'to praise', 感心する 'to be impressed', 心配する 'to worry', and other similar words.
