Explanation
踏まえる is a る-Verb that literally means 'to stand on', but it is more commonly used figuratively to refer to using something as a foundation. For this reason, the combination of the adverbial particle を with the て-form of 踏まえる is typically translated as 'based on (A)', or 'in consideration of (A)'.
を踏まえて is mainly used in formal contexts to indicate that an action (B) is being performed based on the foundation of (A). Because this pattern uses を, it must always be preceded by a noun.
