Explanation
The interjection 否 'no' combines with the adverbial particle か 'or' to mean 'whether or not (A)'. Its literal sense is simply '(A) or no'. This is a highly formal expression that is typically reserved for written language.
か否か can be attached to most words, as long as they are in their plain forms.

This grammar is frequently used alongside words like べき 'should', を問わず 'regardless of', and にかかわらず 'irrespective of'. It's often used when making a judgment about something's suitability for a particular circumstance.
