While に至っては is used to present a final, most extreme example from a particular group, に至っても introduces a similarly extreme situation to show that a certain result still does not happen. This change in meaning comes from the adverbial particle も ('even') taking the place of は. に至っても can be translated as 'even having reached the point of (A), (B)' or 'even when (A), (B)'. The clause (B) is very often negative, emphasizing that even the extreme circumstances of (A) were not enough to cause a change.
This grammar pattern is formed by combining the case-marking particle に, the て-form of the る-Verb 至る 'to reach', or 'to get to', and the adverbial particle も.
に至っても is used after nouns or verbs in their dictionary form.
- 彼が電話すると言ってから一週間経った今に至っても、まだ連絡がない。Even now, a week after he said he would call, there's still no word from him.
- 大学生になったに至っても、彼は何から何まで親に頼っている。Even after becoming a university student, he still relies on his parents for every little thing.
- 締め切りを過ぎた今に至っても、レポートは未完成のままだ。Even now that the deadline has passed, the report remains unfinished.
- この仕事は深夜に至っても、終わりそうにない。This job doesn't look like it'll be done, even if it goes late into the night.
に至っても often expresses the speaker's frustration or disappointment that despite reaching a significant stage (A), the situation (B) has not changed as expected. However, it can occasionally be used in a positive context, particularly when expressing one's strong resolve.
- たとえ試験に落ちるという事態に至っても、夢はあきらめない。Even if I end up failing the test, I will not give up on my dream.
