に照らして is an expression that comes from the verb 照らす, which means 'to shine a light on'. This grammar is used when evaluating (B) against the standard or perspective of (A), where (A) is often a rule, law, experience, or precedent.
This grammar pattern is formed by adding に照らして directly after a noun. When it is used to modify another noun that follows it, the form changes to に照らした.
