The grammar point とあれば functions as a stronger, more emphatic form of the conditional なら, meaning 'if'. It is generally reserved for formal speech and writing, or to create a literary tone. It can be translated as 'if it's a matter of (A), then (B)' or 'given that (A) is true, then (B)'.
This expression is formed by combining the particle と with あれば, which is the conditional form of the う-Verb ある, 'to be'.
While とあれば most commonly follows a noun, it can also be found after verbs and adjectives. In these cases, the と is functioning as a quotation particle.
- 優勝できるとあれば、どんな厳しい練習でもします。If it means I can win the championship, I'll do any kind of harsh training.
- この値段とあれば、すぐに買った方がよいでしょう。At a price like this, you should probably buy it right away.

The condition (A) is typically a special reason or justification that, if true, leads to the decision or action in (B). Because this grammar is emphatic, the result (B) often expresses a strong sense of resolve or obligation, frequently using phrases such as しかない, なければならない, or ざるを得ない.
Fun Fact
とあれば is very commonly seen after のため. This combination creates the meaning 'if it is for the sake of (A)', and is used to express the speaker's willingness to go to great lengths for that reason.
