Explanation
を前提に is a grammar pattern formed by the particle を, the noun 前提 (meaning 'premise' or 'assumption'), and the particle に. It is used to express that an action (B) is being taken 'based on the assumption that (A)' or 'with (A) as a precondition'. In other words, (A) is the necessary foundation or condition for (B).
This grammar point is attached directly to nouns, or to verb clauses that have been nominalized using こと.
- このスマートフォンはアウトドアで使うことを前提に設計されているので、とても丈夫です。This smartphone was designed with the assumption that it would be used outdoors, so it's very durable.
- 来年の契約を前提に、このプロジェクトを進めましょう。Let's move forward with this project on the premise that we'll have a contract next year.
- この教科書は初心者が使うことを前提に書かれているので、説明がとても丁寧です。This textbook was written on the premise that beginners would be using it, so the explanations are very thorough.
It is also possible to use にして or として in place of に. This adds a subtle nuance. を前提にして tends to highlight the action being performed based on the premise, like 'making (A) the premise for doing (B)'. In contrast, を前提として is used to state the premise more objectively, carrying a nuance of 'with (A) as the established premise, (B)'.
- 両親が賛成してくれることを前提にして、留学の準備を始めた。I started preparing to study abroad on the condition that my parents would approve.
- この制度は正社員を前提として設計されており、パートタイムの人には適用されない。This system was designed on the premise of full-time employment, so it does not apply to part-time workers.
