Explanation

In line with other grammar patterns that use もの, this noun carries the nuance of a firm decision or established fact. Consequently, when paired with とする, meaning 'as (A)' or 'to regard as (A)', it's used to establish that (A) will be treated as a given for the purposes of a particular situation. This can be understood in English as 'it is assumed that (A)' or 'let's say that (A)'.

ものとする, much like ものとして, is generally used following a verb. The main distinction is that ものとする is almost exclusively found at the very end of a sentence. It is used to state rules, conditions, or provisions as established facts, making it common in legal documents, contracts, and other formal written agreements.
