Explanation
When the て-form of the う-Verb 伴う 'to accompany' follows a noun or a verb in its dictionary form, it creates a connection between two events. It is often translated as 'as (A) happens, (B) also happens', 'along with (A), (B)', or 'in conjunction with (A), (B)'. All of these translations draw from the verb's core meaning of 'to accompany'.
