Explanation
To express the idea that something happens 'irrespective of (A)', 'whether (A) is the case or not', or 'no matter what (A) is', you can use the pattern に関わらず. This expression is formed by taking the verb 関わる ('to be related to', 'to concern'), and adding に and the literary negative suffix ず, which attaches to verbs in the same way and has the same meaning as ない.
This grammar can follow nouns, as well as verbs and adjectives in both their plain positive and negative forms. To emphasize the 'whether... or not' meaning, it is common to see a word repeated in its affirmative and negative forms, or to use it with かどうか to reinforce that the outcome remains unchanged either way.
- 成功するかしないかに関わらず、この経験は価値がある。Regardless of whether you succeed or not, this experience is valuable.
- 値段が高いか安いかに関わらず、彼女は欲しいものを買う。She buys what she wants, regardless of whether the price is high or low.

The core feeling of this structure is that (B) occurs 'without being connected to or affected by (A)'. This highlights that (B) is a certainty that will come to pass without any consideration of (A). Because of this, に関わらず can also suggest that 'any (A) will lead to the same outcome (B)'.
