Explanation
The formal expression にもかかわらず is used to introduce a situation that occurs 'despite' or 'regardless of' another fact. It is formed from the particle に, the particle も, the verb 拘わる ('to be concerned with'), and the classical negative auxiliary ず, which functions similarly to ない.
This grammar point typically follows the plain form of verbs, い-adjectives, and nouns. It is almost always written using hiragana.

Broken down, the phrase literally suggests an action that occurs 'without regard for (A)'. In practice, however, its function is virtually identical to the more common expression のに, meaning 'even though' or 'despite'.
Caution
Be careful not to confuse にも拘わらず with the similar-sounding に関わらず. The first one indicates 'despite', whereas the second usually means 'regardless of' or 'no matter if'.
- 大雨の予報だったにもかかわらず、彼は傘を持たずに出かけた。Despite the forecast calling for heavy rain, he went out without an umbrella.
