Explanation
The phrase ことにはならない is used at the end of a sentence to refute a potential conclusion. It conveys that one fact does not automatically lead to a certain outcome. This grammar is typically preceded by phrases such as ても ('even if') or からといって ('just because'), forming a pattern that means 'just because (A) is true, it doesn't mean that (B) is the case'.
ことにはならない is made up of the nominalizer こと, the particles に and は, and the negative form of the verb なる ('to become'). In a literal sense, this structure communicates that a particular situation 'does not become the case' or 'will not come about' simply as a result of a prior condition.
- 値段が高いからと言って、品質もいいことにはならない。Just because something is expensive doesn't mean it's high quality.
- いくらお金持ちでも、法律を無視していいことにはならない。No matter how rich you are, it doesn't mean you get to ignore the law.
- 一度ごめんと言っただけでは、問題が解決したことにはならない。Just because you said sorry once doesn't mean the problem is solved.
The particle という can optionally be inserted right before ことにはならない to give extra weight to the statement that is being denied.
- 年上だからと言って、何でも命令していいということにはならない。Just because someone is older doesn't mean it's okay for them to order you around.
