Explanation

The grammar point について is formed from the case marking particle に, the verb う - Verb 就(つ)く 'to attach to', and the conjunction particle て. It is typically translated as 'regarding (A)' or 'about (A)', but its literal sense is more like 'in connection to the topic of (A)' or 'attaching to the subject of (A)'.

You can attach について to nouns and nominalized phrases (such as those created with こと or の).

試験(しけん)に落(お)ちたことについて、両親(りょうしん)にまだ言(い)えていないんだ。
I still haven't been able to tell my parents about failing the exam.
旅行(りょこう)のことについて、詳(くわ)しい説明(せつめい)をお願(ねが)いします。
Could you please give me a detailed explanation concerning the trip?
好(す)きな動物(どうぶつ)について、みんなの前(まえ)でスピーチしてください。
Please give a speech in front of everyone about your favorite animal.

When followed by の and a noun, について can modify that noun. The resulting phrase means 'a [noun] about/related to [topic]'.

新(あたら)しいプロジェクトについてのレポートを提出(ていしゅつ)しなければなりません。
I have to submit the report on the new project.
日本(にほん)の歴史(れきし)についての本(ほん)を読(よ)んでみたいです。
I'd like to try reading a book about Japanese history.

Caution

You will almost never see について written with its kanji, 就(つ)いて. It is best to treat について as a single, fixed compound word, rather than as a verb conjugation.
