Explanation

に関(かん)する and に関(かん)して are grammar points used to express that something is 'concerning' or 'in relation to' a particular topic. The root verb, 関(かん)する, means 'to be related to'.

Use に関(かん)する when you are modifying a noun that comes immediately after it. In contrast, に関(かん)して functions more as an adverbial phrase that connects to the main clause of the sentence.
