While 見える means 'to be visible' and describes things that are naturally in view, 見られる is the potential form of 見る and implies the capability or opportunity to see something. For this reason, が見られる is often used for phenomena that require specific conditions or a deliberate effort to witness, such as 'patterns' or 'developments'.
Reflecting this nuance of opportunity or effort, が見られる is frequently translated into English as '(A) can be observed' or 'one can notice (A)'. To form a sentence, place 見られる after the noun (marked by が) that is observable.
- この丘からだと、満天の星が見られる。From this hill, a sky full of stars can be seen.
- その公園では、温泉に入るサルが見られる。At that park, you can see monkeys bathing in the hot springs.
Since られる can function as both the potential and passive ending for 見る, its meaning can sometimes depend on the context. In contrast, the colloquial ラ抜き言葉 (ra-removed verb) form, 見れる, exclusively expresses 可能 (ability) and never 受け身 (passivity).
